Stimulus Package: Broadband Deployment - How it Benefits the Real Estate Industry in South East Michigan

The purpose of this bill is to fund grants to promote broadband deployment in underserved areas and for mapping availability of broadband service in the US. Entities eligible to apply for a grant include municipalities, public/private partnerships and private companies who comply with specific conditions.

The grants are subject to “network neutrality” requirements to ensure that broadband networks are free of restrictions on content, sites or platforms, on the kinds of equipment that may be attached, and on modes of communication allowed.

The bill charges the FCC with developing a national broadband plan that ensures all Americans have access to broadband capability and establishing benchmarks for meeting the goal.

Broadband is essential for economic growth and development as well as quality of life. Development can help create an economic revival as we come out of the recession. This is important to realtors as internet access promotes economic growth and expands opportunities for home sales. Studies have shown that property values are relatively higher in communities where broadband is available.

Businesses are unlikely to relocate to areas without high-speed internet access and parents want the internet to be available for use in their children’s education. Entrepreneurs utilize the internet for launching new companies and marketing their services.

Real estate professionals and business owners consider broadband access to be a necessity; not a luxury as it once was. In many areas the development of broadband has been known to boost the economy and improve quality of life.

Other provisions of the Stimulus Plan include:

First Time Homebuyer Tax Credit
FHA, Fannie Mae and Freddie Mac Loan Limits
Neighborhood Stabilization
Commercial Real Estate
Rural Housing Services
Low Income Housing Grants
Tax Exempt Housing Bonds
Energy Efficient Housing Tax Credits and Grants
Transportation Investments
